Earn to Learn (ETL)

Overview

The ETL grant program is for partnerships among schools, colleges, universities, hospitals, and health providers to expand clinical training and paid employment pathways for nursing students.

Eligibility

  • Educational institutions, hospitals, and health providers
  • Include nursing academic and clinical partners
  • Expand paid clinical training opportunities for nursing students
  • Provide employment opportunities at the student’s current certification level
  • Help students complete required clinical hours
  • Demonstrate how the project will support nursing workforce growth in Virginia

Award

The Earn to Learn grant will be for a duration of 2 years, with an annual funding amount of $200,000.

Budget Resources

24-Month Budget & Narrative Template
A fillable budget workbook with built-in formulas. Enter your figures and the template calculates your totals and confirms your request stays within the funding limits automatically.


Illustrative Budget Example
A sample budget showing the level of detail we look for. The categories and amounts are illustrative only your budget should reflect your own project design, partnership model, and demonstrated needs.


Budget & Narrative Template
A fillable document version of the budget, pairing a line-item budget with a written narrative. Use it to enter your costs by category, describe how each amount was calculated, and explain why each expense is necessary to carry out your Earn to Learn project. A helpful alternative for applicants who prefer to work in a document format rather than a workbook.

Planning Templates

Workplan & Timeline Template
A framework for outlining your key activities, milestones, and outcomes across the 24-month grant period, aligned to the program's reporting periods.


Sustainability Plan Template
A guide for describing how your program will continue beyond the grant including what will continue, anticipated funding sources, and the ongoing commitment of your partners.

Partnership Agreement (MOU) Templates

A signed Memorandum of Understanding with your partner is required at the time of application. Choose the template that matches your organization:

MOU — Academic Institution & Clinical Partner
For nursing schools, colleges, and universities partnering with a clinical or healthcare organization.

MOU — Hospital & Academic Partner
For hospitals and healthcare organizations partnering with an academic institution.

MOU — High School & Partners
For high schools and career-technical centers, which partner with both a clinical partner and a postsecondary partner.
